EMERGENCY WITHIN THE DISTRICT AND SANITARY COUNCIL OF B. C.

On motion of Mr. Brown, the following emergency was agreed to : " There is a large number of sheep which are not properly examined and submitted to the District Sanitary authorities of Ashcroft. "

The Speaker declared the house adjourned to Tuesday, September 29th

The Speaker, having received the returning officer for the city
of Vancouver, who has reported a very favorable result, the house
adjourned.

On motion of Mr. Dunn, the following resolution was adopted :
Whereas, by the act of Parliament, ( repealing section of Act,
An Act to Incorporate the City of Vancouver and to amend the municipal
corporations therein mentioned), a provisional bank for the city
of Vancouver was created and the trustees thereof.. are referred
to that act, in clause 26, for the reason that, in case any claim
is lodged against the provisional bank for any sum of money, according
to the provisions of that act, a Commission of three well-disposed
persons is made a body corporate and may sue and be sued, etc.,
under such denomination and name as may be assigned to the bank by
the trustees, subject to the provisions of said act, and on motion
of Mr. Moulton, seconded by Mr. W. H. Kerr, the resolution was adopted

The Speaker, having received the return, from
the Registrar of the company : Whereas, the certificate of incorporation
had been mislaid, and on motion of Mr. Scott, seconded by Mr.
Ellis, a committee was appointed to make enquiry and report to the
house, and on motion of Mr. Ellis, seconded by Mr. Scott, a report
was accepted.

The committee appointed.. reported that the original
of the certificate was not mislaid, but that, on or about the 7th
day of September, the letter-box in the post-office was found to contain
a letter addressed to the registrar of the Vancouver Trades and Labour
League, in which a letter was enclosed, addressed to the Registrar
of the company, in which the certificate of incorporation had been
mislaid. On motion of Mr. Scott, seconded by Mr. Ellis, the resolution

Acting Governor

The.Tuscarawas County Republican of March 16, 1882, announced that the Hon. Wm. Edis, of Knox, is. T. C. Att. Gen... It also reported that on the 2 nd of February the Acting Gov. Kephart issued a proclamation calling upon T. C. Committes to convene.

The six remaining employees of the State Board of Education sent. to the absentee members of the board a petition calling for a rehearing on the issue of their grievances against the board. The members' joint letter to the employees was dated February 11, 1911. The writers state that they were dissatisfied with the impracticability of settling the matter by the regular or special sessions or by an ad hoc meeting. They asked that the members of the board contact the attorney general on the matter of their rights under the contract.
In a letter to a State Board employee on the same subject, the attorney general of Ohio wrote as follows :

The signing of an agreement with an instructor will not obligate a board to employ him. The basis of employment of employees is the discretion of the board. If the members believe that the grievance can be adjusted and an agreement between the parties is desirable, we do not think that is justification of the action of the board in signing an agreement with the instructor.

Mr. Eddie, on the same day, submitted a certificate to the Governor in accordance with section 4, Article XVIII, Constitution, that the salary of the T. C. School Commissioner was not appropriated.

Closing the school term

There was no action on the main question.

The regular annual meeting of the T. C. School Board was held at the Grandview House on the 21 st. The
