RSA crypto package in C#

My problem is that im trying to decrypt and encrypt messages from a webserver. I have started using a library called RSA-software that encrypts and decrypts messages based on the specification of the standard (ISO14443-1), and it works great.
What im trying to do now is that i must use a public key from the standard, that is generated with a 32 bit public key, and a 32 bit private key. Unfortunately, this library that I am using, is based on RSA, but RSA has a key size of 256 bit, while the spec says a minimum public key size of 32 bit. So my problem is now, to find a library that can directly use 32 bit public keys for crypto-security, and it can handle keys with a lot more bit depth than 256 bit, all the time.

It's not a great idea to mix crypto algorithms with different key sizes together. This is a common beginner mistake, and it gets exponentially more complicated.
As for how to solve this particular problem, you're mostly on your own. As I understand it, you want to encrypt messages that are signed. If so, RSA is probably the wrong algorithm because a keypair of any size will be safe against trying to decrypt a signature. Instead, you'll want to use the sign function with a HMAC algorithm to create a signature. The HMAC algorithm would need to be specified by you. You might also want to look into OpenPGP, which is a more standard, popular, and open way to sign messages.

That's the problem, i want to sign the messages, but i don't know any HMAC algorithm that works with any bit size key pairs

The standard for X.509 v3 is SubjectPublicKeyInfo, which has a kty (key type) and algorithm part that allows you to define any key of whatever size is required. You would use the algorithm part, and the key would still be 32 bits in size. More info on it at
