VChat is an intuitive Java-based application that can be used for chatting and sharing files with other users in the same network.
VChat allows you to initiate conversations with other computers in the LAN, as well as send or receive files, no matter their size. Simply start a server and wait for your friend to connect.

Normally, it's the server that starts the conversation. The client (the computer to which you want to connect) will wait for the server to "find" him.

James N. Holmes appeals his 37-month sentence imposed following his guilty plea conviction for conspiracy to distribute cocaine and cocaine base, in violation of 21 U.S.C. §§ 846, 841(a)(1) and (b)(1)(c). We have jurisdiction under 28 U.S.C. § 1291. We review for abuse of discretion a district court's decision to depart from the Sentencing Guidelines. See United States v. Wills, 83 F.3d 801, 803 (9th Cir.), cert. denied, 117 S.Ct. 250 (1996); United States v. Dennison, 937 F.2d 559, 564 (9th Cir.1991) (per curiam). We vacate the district court's sentence and remand for resentencing.

Holmes contends that the district court erred by departing downward pursuant to U.S.S.G. § 5K2.13, which provides that a downward departure may be justified if "the defendant committed the offense while suffering from a significantly reduced mental capacity." Holmes claims that section 5K2.13 applies only to voluntary intoxicated defendants, and not defendants who voluntarily possess PCP. Section 5K2.13 states that a downward departure may
